Fatigue in Combat

Concerning Legend rules, each CA a character spends with combat counts as Heavy Action thus causing effects of fatigue.
To my opinion, loading and firing a blowgun is much less exhausting than fighting with a two-handed sword ...
How do you play that?
I thought about only considering closed combat for the effects of fatigue - on the other hand, loading a heavy crossbow or longbow is probably more exhausting than fighting with a knife.
 
I just wouldn't say that reloading or drawing weapons counts as heavy work.

Isn't Do Nothing a combat action, so if you are in combat and choose not to do anything, then you still effectively spend CAs not doing anything? That wouldn't cause fatigue either.
Running around, evading, attacking and parrying, yes, those should cause fatigue, but relaoding a bow, no.

Try doing it while in a fight, its a lot harder to do simple things when under stress not to mention a lot more fatiguing.
