Far Trader Energy and M Drive

Not sure if this has been posted anywhere.
pg 118 of High guard Type A2 Far Trader
2 Tons of M Drive on a 200 Ton ship should give Thrust 1. This is what is listed. The energy needs are listed as 40. Shouldnt it be 20 or am I missing something? (10 percent of tonnage times Thrust number)
