You could get away with a single deck hold. but you would loose the ability to carry standardized shipping containers and have to make due with loose pack cargo, or 1dton containers. Which would be fine for a a mail boat,or supply ship but not the best idea for someone who wanted to carry bulk cargoes.
Okay cleaned t up a little and repositioned the entry hatch and gun turrets to the lower deck as shown in some deckplans. Added some windows to the passenger area so the common area has a nice view when the ship is in normal space.
If I were going to rework the deck plans I'd move the tanks and drives to either side of the cargo bay, opening the cargo bay up tot he second level and install a large ramp at the rear so oversized loads could be carried. with a smaller ramp at teh front so you could do roll on roll off loading to speed up turnaround....anybody any good at deckplans??? mine look awful
