I would say any race that may join the 'normal' cult may also join the draconised cult, provided the individual is from an area under EWF influence. That could maybe allow some elf or troll or duck (or even ogre?) dragonspeakers but the vast majority would be humans.

There's nothing to explicitly rule it out, but MoG is pretty clear that the EWF is pretty much humans & dragonewts (et. al) only. To be honest neither of the great empires of the second age do much for human/elder race relations.

There are definately some Trolls in league with the EWF - though I'm not sure if they are 'converts' or just allies. I'll look for some specific sources on this.

I don't know if they performed draconic worship, but the Aldryami of the Elder Wilds were part of the EWF until they rebelled in 890.
