Someone can describe what will be the changes between Empires first version and the new one that will be published for june ?
I have the first version and I am asking myself to buy or not the second one...

The warfare system has been completely overhauled to bring it into line with RQII.
There is also a considerably expanded and tweaked system for imperial missions, annual events, mishaps and good fortune. The warfare system also abstracts individuals in national wars with attendant benefits. The book also includes a chapter on renown and rules for guilds and factions.
Does it also include rules for cults ?
I guess what I'm trying to get at is: will there be a Guilds, Factions and Cults II or is it all included in Empires II ?

I quite deliberately left cults out of the book. Much of the structure for cults is not formalised into RQII although the affinity build system isn't. We've no plans for a Guilds, Factions and Cults II but I may overhaul the cult build process for use somewhere else (such as S&P).
Preview of RQII Empires states on page 53 Learning New Magical Effects
It says there, that new effects are developed via spending Improvement Rolls.
But in the next paragraph it says that it cost 1 Magic Point to learn a new effect.
