I was under the impression that the EWF did not controll as much territory as the God Learners, did not have as much money, ect.

The God Learners certainly have a more far-flung empire. They probably control more people too (though Dara Happa is very populous).

They really don't go head to head much in the official history, so it's hard to tell which is more powerful. Full dragons are pretty awesome! And the EWF is draconic, so it's actually somewhat difficult for the God Learners to do their usual god-learning.

I think you're likely right that the Empire of the Middle Sea is stronger though. But it may be less cohesive. It had a three way split (Jrustela/Seshnela, Pamaltela, Kralorela).
