Elric RPG - Training costs for non-cult members.

The section on training to improve skills gives the time it takes for training and notes that "Most cults offering training charge a fee for their services", referring the reader to the section on cults for costs. All fine and good.

But what about characters who aren't members of a cult? I presume that they can train to increase skills as well. Does it cost them anything? For example, a Pan Tang mercenary who goes to Pikarayd to train there as a warrior - I'm gessing be isn't going to get trained for free. Would the cult costs make a good equivalent? Should it cost more for a non-cult member to get trained, making lower costs a benefit of being a cult member? Should it cost less? Anyone have any advice or input on this?
 
Cults will typically train their members at lower rates than the market norm.

For example, a sword master in the Knights of Tovik would train cult members at the cult rate as part of the cult's practices. He would also, outside of cult duties, train other, non-members, but at a higher rate.

As a rule of thumb, training will cost in the region of 25% less than market average.

Does that solve the problem?
