Elevated Firing Positions...

The rule on page 37 seems to be referring to something that is not there.

It says "If the enemy has the lumbering trait, then it will suffer an additional -1 to it's armor rolls..."

They key here is the word "additional". I find no other modifier in that section, and nothing that indicates any advantage for firing upon non lumbering models from an elevated position.

What is the rule for firing from an elevated position? What about vs other troops?

What page 37 is referring to is the Piercing trait that the weapon firing might already have. The save modifier from the elevated firing position is in addition to any other save modifier you might have. Panzerfaust from a rooftop? -2 save, rather than the -1 it comes with.

Would it be more clear if it read "then it will suffer a -1 to its armor rolls in addition to any other modifiers"?

As the section says, this only applies to units with the Lumbering trait. So find some troops with that trait and you can use this against them!
