Earthdawn - confused about attacks

I'd be grateful if someone could clarify this:

Each creature has an Attack statistic listing both the attack step and damage step.

Then, other steps (again for attack and damage) are listed for particular attack types. For example:

A leopard has:

Attack (3): 9

and

Claws (3): 8

What does the information provided under Attack refer to? :?

The Attack Step (Step 9 in the example above) is used to determine the dice you roll to see if the attack hit (usually against an opponent's Physical Defense). If successful, the Damage Step (Claws at Step 8 in the example above) determines the dice rolled to see how much damage is inflicted.

The number in parentheses is the Rank Number, which is provided to help the GM gauge how much to tweak the creature's abilities by.
