Yep, at least that's all they were originally. A wireless connection to a nearby device. Hooked into a longer range comm you use that comm's range. Without a linked device they are useless.
I always have my characters use a personal advanced comm in the Official Universe anyway. The wristband video-phone is pretty cool and can log itself into a planet's or ship's communication satellite array 8)
Don't forget, while they are only useful within a relatively short distance - they can be spied up from much farther away with the right gear :twisted:
