Dedicated POW, Magic Points and Heroic Abilities

The Adventurer still possesses the POW for calculating skills but it is the god that harvests the Magic Points from the dedicated POW.

The Magic Points available to the Adventurer are limited to the amount of his undedicated POW. Thus, an Adventurer with a POW of 12 dedicating 7 points to his cult would have only 5 Magic Points available for use elsewhere.

My question is this: Are heroic abilities restricted to using the 5 undedicated Magic Points, as described above?
 
The "elsewhere" bit is the official ruling.

You can only use the Magic Points you have not dedicated to the cult in either spell casting, enchanting, summoning, spirit magic, alchemy, or Heroic Abilities. If you've dedicated all your POW to the cult you have none left for Common Magic, Sorcery, Spirit Magic, the creation of Philosopher's Stones in Alchemy, Enchantments - or indeed, Heroic Abilities.

If you've dedicated most of your POW to the cult you only have what is left after the cult takes its share of the Magic Points. So how much of your Magic Points to dedicate remains up to you, the player, but the more you dedicate in favour of gaining Divine Magic, the fewer you'll have available to use your Heroic Abilities.

Technically, the cult is telling you to choose: "It's me or the god."
