Cost of changing Command level

Evening all,

Can anybody advise if there is an aditional cost for purchasing units at a higher command level?

The original rules sugest that it is OK to play games with units at different command levels, but doesn't indicate if this would cost more to purchase in a pick up game.

Also, should all units in a fleet be the same command cost, or is it OK to have different units at different command levels?
