In the description it says: serves as an interface to a more powerful computer such as a ships computer. And when in a ship it is assumed that you could run any program on the ship, like jump control, from any terminal (at least I think- no one terminal is marked as "the model 3"). That does mean that I could "run" a /10 program on a comp/0 if it was conected to, lets say, my model three comp/15.
