The major flaw is the climbing- and special-cases-rule.

"If his appropriate characteristic is equal or greater than the difficulty factor, he succeeds in his task. If less he must roll D20 and score under his characteristic to succeed."

This means that if you are trying to climb a dangling rope with DF 6, anyone with Reflexes of 6 (or above) will automatically succeed, while the guy with Reflexes 5 has a measly 20% chance to make it.

When trying to climb a smooth stone wall (DF 18), someone with Reflexes 17 has an 80% chance of success, which would be the same if DF was 20, 25 or 1000 (jump to the moon?).
