Civ ships in OOB

Reading the Civilian ship section in OOB, it states that each of the new ships no longer cost allocation points, but replace 'ships'.

Does anyone know what the reasons behind this are and how it actually works??

Do you have to select your allocation points worth of ships from the original VaS selection and then swap them for the OOB ones?

If so, it seems a cumbersome arrangement - why not stick to giving a cost for each ship in points rather than 'ships'???

The "ships" in question are those listed in the scenario. See the "Fleets" section of the Convoy scenario in VaS. They don't replace points worth of warships, they are separate. Essentially they are target points. :)
 
In VaS you get civilian ship points - tramps are worth one point, liberties two and Victories three. In Oob it's changed to each ship being worth 'ships'.
So a liner is worth four Civilian 'ships'. So if it's Victories you're replacing a liner is worth 12 points and if it's tramps it's worth only four.
I'm confused.

Each "ship" is a point, just like in VaS. The only thing that changed was what they were called.
