Please help me with the character creation process.

I've started by helping my wife make a character, but due to the involved nature of the process, will undoubtedly make errors along the way.

(So feel free to step in if I make a blunder.)

Thanks ahead of time!

O.K.

Str 8
Dex 10
End 9
Int 7
Edu 5
Soc 6

Starting skills = 3 plus her edu DM (3 + [-1] = 2)

My wife decided that she's a 'he' by the name of Chet Hargrave, from a high technology, rich planet, so:

2 skills of:

Computers 0

Carouse 0

Next, Chet embarks upon a career and chooses Drifter

Next, he chooses scavenger as his assignment (as we're both Firefly fans)

So on the character sheet under Career, she puts Drifter, and under Branch puts Scavenger.

Normally, for your first career, you get all of the Service Skills in the table at 0, but the Drifter gets level 0 skills from the appropriate table.

So she rolls a d6 under specialist Scavenger and gets 0 in mechanic

We don't know what to do with the personal development table at this point, so we roll on it anyway, getting and endurance +1, bringing her endurance up to 10

Next, the survival roll. For Drifter, it says roll a dex check and get 7 or higher. (My wife rolls 2d6 + 1 and gets an 11 in total)

Next, she rolls for events, rolling an 11, and is forcably drafted.

Roll on the draft chart pg. 9, and she rolls Navy...

Looking at the enlistment criteria, we see that she can be in the Navy, as her intelligence is above 6, but don't know what would happen if she was drafted and had an intelliegence lower than 6.

As this is my wife's second career, she only gets one level 0 skill in the Service Skills table.

Is that the skills and training table?

Assuming this is the case, she chose flight as her assignment, and here we stopped, unsure as to whether we roll on personal development, advanced education, or specialist table only, etc....

Firstly,
Normally, for your first career, you get all of the Service Skills in the table at 0, but the Drifter gets level 0 skills from the appropriate table.

So she rolls a d6 under specialist Scavenger and gets 0 in mechanic

Chet should have received all 6 of the skills in the specialist: scavenger table at level 0 and not rolled for just one of them. That's the scavenger basic training.

Next your wife should have rolled on one of the three following tables for her first skill at rank 1.

1. Personal Development
2. Service Skills
3. Specialist: Scavenger

and then the survival roll.
After the event of being forcibly drafted Chet would still need to finish that term as it says he would be drafted next term. This to me means an advancement roll. If the advancement roll succeeds Chet would need another skill roll from one of the three tables mentioned above. After that, since having to leave the drifter career after completing one term Chet would get one mustering out benefit roll.

Now second term. After getting drafted into the Navy Chet would get one lvl 0 skill off of the Service Skills table, yes that is under the Skills and Training section.
For Navy it lists the following skills
1. Pilot (any)
2. Vacc Suit
3. Zero-G
4. Gunner (any)
5. Mechanic
6. Gun Combat (any)

After choosing or rolling for one of those at level 0 Chet would then need a skill at level 1 from any of the following tables.

1. Personal Development
2. Service Skills
3. Specialist: Flight (since Chet chose Flight for his specialty)

And then comes the next survival roll. If Chet makes his survival roll he will need an event, then a roll for either commission or advancement. If a commission roll is made Chet becomes an Ensign on the Officer Rank Table. If Chet wants to stay an NCO he can try for advancement to Able Spacehand. If either a commission roll or an advancement roll is successful then Chet will get one more skill roll on the three tables mentioned before for the Navy Career.

So she only chooses one table to roll on?

Thanks for your help BTW.

Correct, any time she gets to roll for a skill she will have to choose which table she wants to roll on. Just one table.
