2300 frontier character and pre career

So there’s a question that’s been going around and I’m hoping for an official answer. If durning character creation you decide to have your character go off-world for pre-career does that count as going “off-world”. My thoughts is that it would since not only do you have a serious negative DM to actually enter the pre-career but you also have a -1 DM to any and all mustering out rolls with modified roll of ‘0’ meaning you lose that benefit. With these cost I don’t think you should still be taking the survival DM for not going “Off-World”.


The ability to travel off-world to receive an education is likewise strongly-influenced by the home nation’s Tier, as shown on the Off-World Pre-Career Admissions table. However, if a Traveller successfully goes off-world for their education, there is a heavy cost to bear. The Travllers will suffer a DM-1 to Benefit rolls when Mustering out, with a roll of 1 indicating no benefit.” Pg 9 Characters and Equipment
 
Bear in mind, if you read the original material then "core" and "frontier" sort of merged into each other. Really it was a question of whether you were brought up in an urban or rural setting. The big colonial centres on frontier colonies were still counted as "core" and a farm in Nebraska was still "frontier."
