No, but it does prevent the scout from performing special actions.

Actually the reverse is true; a Scout performing a Special Action cannot then use it's Scout trait.

Mmm OK I'll let you hhave that one, although the net effect is the same. If you want to use your scout ability you must refrain from performing a special action.
