Actually, I pulled out my old CT Library Data that discusses Nobles. In there, it states that Baronets are Barons created by Archdukes instead of Emperor, so they aren't Peers entitled to a seat in the Moot. The Emperor can also create Baronets if he wants to reward someone with more than a knighthood, but less than an actual Peerage. But generally it is the highest status that an Archduke can grant.

So there's probably no Baronets in the the Domain of Deneb until after the 5FW and Norris gets to be the first Archduke of Deneb.

Nobility within the Imperium is a veneer applied to corporate structure.
When Cleon declared the Imperium he elevated his business chums and political supporters to "nobility". Oddly he chose to use the old RoM Solomani designations rather than those of the Ziru Sirka (the one true Imperium).
"Noble ranks" were also used as bribes to encourage worlds to join up with the expanding "Imperium"

Home brew. But inspired by an old article from Hans Rancke-Madsen where he greatly expanded SOC for nobility. I will try to find it but it was something I saw ages ago and I’m not sure I still have it.

It was called "How Common is Your Noble?", in Traveller Chronicle #9, p.42, by Hans Rancke-Madsen.
