The answer depends entirely on what and how you would like to play. For me it was always important to design spaceships, so there was no way around High Guard. But if you want to start with the standard spaceships, which are perfectly adequate, you'd better invest your money in another book.

For having fun with Traveller, the Core Rulebook is sufficient. The only thing I missed here was information about the setting of the game. But you can find many sources on this topic on the internet.
 
Kind of depends on your players, no? Well, what sort of campaign they would like.

For some expanded char-gen and background options, experience rules, etc the Traveller Companion is great.

Clearly if they’re into guns or ships or grav-bikes, there’s tomes for those interests, all of which really add to the game IMO.

And as noted, there’s tons of resources online.
 
For me High Guard is important because I like to design and modify ships but if you just want play Traveller then the Central Supply Catalogue is far more important. It give lots of options for outfitting the players for almost any environment, more choices for weapons, and armor, plus a bunch of high tech goodies for everyday life in the far future.
 
The Traveller Companion contains a wealth of good stuff. I would wholeheartedly recommend it if you're looking for a Traveller experience across the whole range of possibilities.

Traveller Companion and Central Supply Catalogue are good for that.

If you want to use some more vehicles, even design your own then that is an obvious choice.

More ships or if you want to custom design your own ship or space station. Or even just customize an existing ship then High Guard would be a good one to get.
 
Player's Manual, Equipment, Monster Manual and Gazetteer.

So Supply for equipment options.

Citizens of the Galaxy, Patrons, and Animals for encounters.

Alien Modules and Sectors for the regional geography and ecology.

Finally, pick an adventure (series).

When you're ready, Vehicles, High Guard and/or Companion.
