What is the effect of Blast 0? Does it only affect something in contact with the target?

Blast 0 in itself does not make a lot sense except that it denies the dodge reaction in MT2e. Sure that it is not a typo? Where did you read it?

It's not something that is going to come up often I'm sure. In this case it's in the Central Supply Catalogue, Directed Plasma rounds, page 139. I had thought I saw it somewhere else but I can not find it now.

I think they were given a radius of 0 because they are directed charges hence the high AP value. Not sure why you should not be allowed to take the dodge reaction against these though.
