Do I understand these rules correctly? To use a FGMP or PGMP you need to use artillery battle dress. To use art-battle dress, you need BD-2. (according to Mercenary, yes?).

If that is the case, most troops even at TL-15 would not be armed with either the FGMP or PGMP. One could pick up BD-1 in term one. If one were also promoted one could pick up BD-2 or take it in term 2. Thus, BD/PGMP troops would all have 4+ years experience at a minimum. They would then be elite troops even at TL-15 and not the standard soldier.

Does this make sense, or am I missing something?

To use a PGMP use should have a Strength of 12 (which is normally done by wearing battledress), you dont have to wear it but it makes things easier.

No standard BD is fine.

Yes, mercenary doesn't supersede the TMB, it just adds options. In general the equipment section of mercenary is problematic.
