After Ceremonies of Light and Dark they have the new uniform...
My question is, why does it have a patch like the anla'shok pin? They aren't rangers, so why the patch?

Actually, they are commanding the Rangers in effect, so it's not unjustified.

And they are most definitely working in parallel with the Rangers.

actually they are commanding the army of light aren't they? And there is a badge for that already... *Shrug* doesn't seem right for some reason to me.

Well they have at least undergone part of the Ranger training, the Rebirth ceremony, to get the uniforms. And since Delenn, who was at the time in charge of the Rangers in that section of space based on Babylon 5 (sharing that command with Sheridan as of "The Long Twilight Struggle"), gave them the uniforms, if she wants the Ranger symobol on them then it can be there.
