Regarding this paragraph of Free Companies:

A unit of asshuri consists of 200 cavalry soldiers. In each two pairs (four soldiers) one man, usually an iron man, designated as the ‘hawk leader’. Four hawk leaders report to a ‘flight leader’, who in turn reports to a captain who commands 12 flight leaders. The remaining eight soldiers, who must be at least brass men, form the ‘captain’s flight’, an elite guard within the unit dedicated to the captain’s personal protection.

According to me, this means:

1 captain
8 captain's flight
12 'flight leaders'
48 'hawk leaders' (4 'hawk leader' for each 'flight leader')
144 ordinary (3 ordinary for each 'hawk leader')

Total = 213 (not 200 as indicated in the paragraph)

What's wrong in my argument?
 
The Flight Leaders could be included in the Hawks, so that a Flight consists of:

11 Asshuri
4 Hawk Leaders
1 Flight Leader

16 in a Flight * 12 Flights = 192

192 + 8 Captain's Flight = 200

+1 Captain = 201
