I'm going to take a stab and say coatings, like reflect, are damaged the same as armor on the hit location table under space combat. But if you have both, which comes off first, coating or armor?
I would say both, if you lose armour on the hull, then the coating over it, whether it be reflec or steath is also going to be damaged. You could also just say that if hull is damaged, then the coating is also damaged.
It doesn't actually state that any hull options (like radiation shielding or reflec) can be damaged. I'd keep knocking the base armour down until it reaches 0 (or 3 vs lasers). Whether you then allow it to get knocked down further to 0 against anything is up to you.
You should definitely leave the reflec to start with; on a heavily armoured ship, reflec only comes into play once the armour's taken damage - even with a pulse laser you need to drop the armour below 12 before the laser can hurt it; reflec means that heavily damaged armour stays invulnerable to laserfire longer.
