Hello,
the above mentioned feat, taken from Pirate Isle, grants one extra skill point per level advanced. Is this skill point handled like the extra points you gain from higher intelligence, meaning you could spend it on any skill you like in total or like a "normal" skill point? Since I don´´t have my copy of PI at hand I can´t verify it, but i´m certain that the book says nothing about it.

I don't own the book, so I can't say for sure (and obviously I didn't design the feat). But if I were to make a judgement call, I'd say the extra skill point can be spent on any skill - just like extra skill points from Intelligence.
