Started reading through the book. It is definitly different from "Grand Fleet" in the presentation and includes quite a bit more material. Mainly the official and detailed fleet dispositions/strength for the Boring Marches fleets shortly before the Fifth Frontier War. Coupled with a statement of the relative strength this gives a good canon base for fleets in other border sectors.
And that strength is rather low. Lots of the big ships are mothballed taking weeks or month to reactivate. Others are "chained" to important systems. This leaves a rather low fleet strength for patrolling and pirat hunting, giving breathing room for certain low-life elements.
