ACTA: Space Station activation

Can a Space Station (and Defence Satellites for that matter) be activated in the movement phase, even although it can't move or perform SAs, or does it skip this phase ?

I don't think it can any more than you can activate a Jump Gate or whatever, although I could see reasons for allowing it, but I'd appreciate any opinions on this official or otherwise.

At the E/C War event, Matt ruled that it can't. Which seems sensible to me.

The defence sattelites can fire but only once every other ship has had its opportunity to fire.(i.e after all ships from each side)

This means they are "out of sequence" for firing purpose so it WOULD be logical to consider them the same "out of sequence" for the movement phase.

So I would say no.
(space station or sattelite cannot be used as an init sink IMO)

Edit : beaten by the time I wrote it but that's 2 of us with the same idea.
