"Access" to credits

Political influence can give you a "grant" of (for example) 500 credits. That's pretty clear.

On the other hand, economic influence can give you "access" to (for example) 1000 credits.

What does that exactly mean? Is it a interest-free loan? Is it a gift like the grant?

I would say they would eaver have to pay it back or owe a faver to somebody.

It's basically that you can get the source of the influence to invest cash in a particular project. You don't have to give it back, but it's your ally who owns whatever you buy, not you.
