A question about the abiding book

There are spells like bedazzle and bewitch that shows "Order" in its description. However, no cult has these spells in their grimoires (available higher magic).
Who can access to these spells? I do not understand. Thank you in advance.

Presumably, orders that have not been written up. Obscure orders that players might not be interested in joining, but that you can invent for your game as NPCs or enemies. Either that or it's just an errata...
 
Phil's right. These are spells that are open to any sorcery order to attain. Its not an errata, these are simply spells unassigned to any of the orders detailed in the book.

So is this a Sorcery supplement with a leaning towards the God Learners through the virtue of being its main religious book?
 
Its a deep-dive into the God Learner culture, so its everything about the God Learners and also includes some new spells and new orders.

Its not just a sorcery supplement.
