After all I´ve heard and read about 2nd Ed so far, I don´t think that you have to tailor your fleet to fight against the Minbari any more, any well-played balanced fleet should be able to get a hold of them now... and the Minbari player now has to select his fleet more carefully too, if he wants to stay competitive.
Apart from that, I´m glad to hear that most of the problems that came with 1st Ed have been solved, or at least weakened. Some issues will always remain, but unless other games I could mention, ACTA is constantly being improved. Let´s give the whole thing a try - maybe swarm fleets will dominate the game, maybe not. Maybe they will at first, and then players will find proper tactics to deal with them, without using a swarm themselves.
And if those swarms really become to dominating and debalancing, I´m sure the guys at Mongoose will fix that eventually - there is a hardcover expansion planned for every year, and before that rules changes can be distributed via S&P,for free and accessable for all.
Just give the whole thing some time to get started, it does look promising. Again, I could mention other games which get a new edition every 4 or 5 years, that still sucks the way it did before, but just got simplyfied for a younger audience. A certain Sci-Fi game comes to my mind...
