The limit to the fap breakdown hurts drazi more than most as if you have to move first the vast majority of you ships cannot fire at all. Not lose a primary weapon, but lose ALL weapons. At least in raid and smaller games. As you force more ships into that first activation you lose more and more firepower. This is something that is not true of the EA and Narn, the other two big bore races. Both of those races have front arc as the primary weapon on their smaller ships.
Now second ed does change some things for the drazi. The darkhawk is better, so forward arc skirmish is available and not completely unworthy. They recieve a great raid hull meaning they don't absolutely need to swarm to survive, though it is still advisable. But its still about percentage of loss. As you force ships that rely on placement to go first in larger numbers you hurt them more than fairly forgiving ships common in other fleets.
As a non-bore example, look at the abbai. They swarm in part due to needing to force range. They invariably go last in most turns, have shorter range and are often slower than their opponents. They need a sink or two to get a chance to force a range eight shot (maybe a twelve) or they cannot make headway. If they are force to move first the opponent can often stop short (but stilll able to fire themselves) or over fly the Abbai 'threat' zone of quad arrays.
Both of the tactics above assume you can force an opponent to move a significant ship before you have to start moving yous. You do this by attempting to out sink him, especially given you sinking ships are part of you follow on firepower.
In your base set of all activations always being equal, he can take a war ship and know he is likely always safe from being boresighted due to always going last, and largely safe from small threat area ships. (Or at least a large portion of the time given relative initiative modifiers).
