Any fleet of at least 5 Fleet Allocation points in size may include a single Admiral to lead it. He is placed on one ship and will raise its Priority Level by one, so a Raid level ship will become a Battle level ship, a Battle level ship will become a War level ship, and so on. An Armageddon level ship will take both an Armageddon level slot and a Battle level slot. An Admiral must be placed on a ship with the Command trait or the highest Priority Level ship in the fleet (before the ship’s Priority Level is increased by the presence of the Admiral).

Yeah, that sounds ideal!!! Shame I never thought of that earlier :(
 
I did suggest it during playtesting. It would allow admirals on ships like the Avenger or Balvarin, which would be much more reasonable.
 
Someone above made my main point. It's not one ship getting the extra bang...it could potentially be all ships.

A big part of the game is figuring how much you need to throw at a ship to actually kill it. Why, because cripples can still fire their best gun (or more) and are still a sink. If you didn't kill it outright, depending on the ship, you have effectively not hurt it at all. Being able to gamble, on getting close enough, and then gaining more guns is a big deal in firepower multiplication if used right.

Trying to downplay it by using the least optimal conditions (one ship getting to use it, and not being able to use as a fire decision element) is a a pretty poor argument.

I do like the suggestion above on a gut level. It does not really address my concerns about balance, but it does cover all my fluff objections pretty well. And I could have a very cool jump hawk....

True and as I remember, this was actually one of the more hotly debated topics. It's a little shame that they will rarely be used now (not necessarily because they're not worth it but because people want to see more ships on the table).
 
My tier 2 playtesting suggestion was that admirals should only be allowed on ships that are the PL of the scenario or above.
 
We struggled with Admirals in our group of tier 2 types. We just had very different opinions on what would happen with them and not enough time to try them out.
