Mass drivers are still Mass Drivers. You'll still almost never fire them. The only change is that Shields, Interceptors, GEGs, and the like are completely useless against them. Meh. Given that some ships have incentives to All Stop and Pivot, you can at least dissuade your opponent from trying that trick.
The Khatrik So (forget the Khatrik!) is a bizzare hull. Think Rongoth from the Narn, but with two Thoruns, less firepower, more range, and bigger. The thing is a brick at Raid priority. If you really wanted to try it, it would be the core ship of a Dilgar "Sumo" fleet of slow-walking doom. The centerpieces would be Wahants (bolters don't slow-load anymore), backed up by Skirmish-level Rohrics. At War level, you'd probably field a Mankhat Py; a Mishakur is only warranted if you want the Command bonus. Against moderate to short-ranged stuff (Abbai, perhaps Brakiri, certainly Early EA with the Flash Missile change, new Centauri, perhaps even Vorlons) it could be pretty rough (Centauri come to mind mostly Immediately.).
The Targrath and the Omelos really occupy the same place in the fleet structure. The Targrath is a (more balanced) ship that you pretty much already know, but now it has some cover in the form of two Thorun Dartfighters. The use of these should be paramount to Dilgar --- we've long since wished we had such a thing, now you do, complete with a (viable) Bomber variant.
The Omelos is smaller, less heavily-armed, but Agile, with Pulsar fire to all sides (like before). Its front guns are now based on Bolters.
The Garasoch is a Dilgar CV wet dream. At least, the version I saw. It gives up almost nothing and gets tons of things at Raid level. You WILL field it. I need to buy several more. It is faster. It is Carrier 3. It is Fleet Carrier. It has the same guns. It is Raid. It is .... perfect.
It is... probably the best Raid-level carrier in the game. The only one I'd have to think about is in comparison is the Brokados.
