Reaction drives are covered on the Thrust Potential table on 2nd edition High Guard page: 14. also see page: 16 under Manoeuvring for fuel requirements. Note page 16 and 18 if the updated 2nd edition High Guard (yet to be released, and could change before then).

Reaction drives are your typical rocket thrusters. They have higher thrust ratings per Tech Level and the highest thrust rating overall capped at TL-12. Their downside is that they burn fuel like there is no tomorrow and they are twice as bulky as your comparable M-drive of the same thrust rating.
Some of the Highguard material was included in the 2022 update of the Core Rulebook. I guess some things went missing during this transition or were omitted on purpose.

Actually they burn fuel at a ridiculously efficient rate compared with anything a true fusion rocket could manage.

I was comparing it to the M-drive, which does not burn any fuel by itself, but uses the power plant, which does use fuel.
 
Reaction drives are little better than modern rockets from the perspective of how the ship will fly. Intense initial burn, coast for a long period of time, intense burn to drop into orbit at the destination, refuel before you can do it again.
