Short-stats are the industry standard for non-combatant or minor NPC's
The short stat block: Bob (Hyb, Com1, hp 3; Skill +2 rope use) Bob is the tavern-owner.
As for long-stat blocks and what stats to give NPC's..we just had a long discussion on this on the LG Scenario Writers yahoogroup. The main conversation was becasue LG (Living Greyhawk) requires standardization.
The Monster Manual notes that an Elite stat array is 15, 14, 13, 12, 10, 8 or something like that. Personally, I like the standardization that a Point-Buy system (DMG) implies too.
Either way, stat blocks suck to write up for encounters where the big bad guy dies in about 4 minutes anyways. Best to use the ones presented from Mongoose instead.
