10% Rounded Up

And now for another obvious statement needing clarification.

Jump Gates and Inner System Comets provide a 10% reduction in reinforcement costs (rounded up).

Does that mean that a war ship normally costing 25RR would cost
23RR (25 - 2.5 = 22.5 round up), or
22RR (25 - 2.5 round up = 22)?
 
When that happens, I just buy 2 of the same unit and lump the cost together. That way there is not fraction to round in most cases. It's probably not completely correct or the way it's inteded to work, but I don't loose any sleep over it.

Example:

2 x 25RR = 50RR

10% of 50RR = 5RR

50RR - 5RR = 45RR

== Done Deal
 
Given that the reduction is the subject of the sentence, the "rounding up" part is referring to the reduction. Therefore round the 10% up, then deduct it from the initial cost.
