A Question that me and others have thought about many times in several RPG's over a lot of years but currently only effects Traveller is that if A Male and Female Outlaw or Traveller equivalent, but either not Pirates or not even suspected of piracy, have 1 or more children together would that child or children automatically be Outlaws?. Yes, no or up to The GM?
 
While in general, baring an unusually vindictive justice system, I would say no in an ordinary criminal sense. HOWEVER, the third imperium is feudal, with feuding houses from the Imperial family on down. Feudal house systems have a nasty historical precedent of "don't leave defeated house members(including children alive to continue a vendetta later". For example, the roman empire practiced "prosciption" the criminalization of being a member of a banned house, Augustus ,was well aware of how he came to power after the assasination of Julius Ceaser, and the plotters mistake in not killing off the julianni house. He probably had Cesareon(the child of julius and cleopatra) offed after the defeat of Marc Antony and Cleopatra. In any case Roman law allowed houses to be proscribed. Usually in most feudal societies,, the winning houses do the extermination of defeated houses extra legally, but sometimes it is dressed up legally where even being a surviving child is a capital crime of treason. with all the killing in the 3rd imperium during the civil wars(including the precedent legalized murder of emperors and family) i wouldnt be the least bit surprised to find out that proscription of "treasonous" houses is the legal norm. And if you are justifying murdering noble children, it isn't all that big a leap to justify killing commoner children in order to "remove" criminal bloodlines.

Also, the kkree two thousand worlds and the aslan hierate practice feudalism and feudal clan systems respectively. I wouldn't be surprised to have clan vendetta rules/laws to finish off opponent houses/clans. And with the Vargr, the correct answer to any question of do "they" do this is always "c" - All of the Above.

Even the zhodani,while using the tlaceverde to do mind altering of prole children to despise the actions of "criminal" parents, they might have a problem with noble children, who being psionic, are resisitant to the mind altering of the thought police. The consulate may well have decided that "problem" noble children, are an exception to the mind alter and let them go rule

If you say that proscribing(legalized killing of family members) child nobles is a little gruesome for your game..consider this role playing adventure possibility..


Your party is the made up of surviving family retainers/servants,devoted bodyguards and huscarles :cry: , who are determined that
the Emperor and his laws can stuff it :x ... they are going to get that sweet innocent child to safety outside the Imperium(in Solomani Confederation space, Julian protectorate,Zhodani Consulate,Vargr space.. yu choose). And if there is going be a mountain of dead
Ministry of Justice Agents,Imperial Army soldiers, Imperial navy and Marines.. so be it, that is price those bastards are going to pay for going after the child. The party won't rest until she is safely tucked in her bed with her dolls on a safe world under a government that will protect her. The "you will get kill that child over our dead bodies and the pile of you dead fiend's bodies.. WE will blast with our FGMPs" party motivation.

Nanny/Governess(citizen)loves the child as if she was her own..
Huscarles Master Sergeant(Grizzled Former imperial marine) loving boyfriend of Nanny
Tutor(Academic)
Family Personal Pilot(Former hotshot navy pilot)..Sig. Other of Tutor
Devoted Family Bodyguard(Agent)

Throw in some additional Huscarles NPCs for Muscle..
Maybe a Navigator and Engineer NPC from Family Yacht.
Family Yacht acquired when the the party shot their way through to the star port.. during the
early stages of escape from the fallen Estate.

Actually sounds like a rip roaring time.. If you are role playing an Imperial MOJ agent on
a world one the way to the border.. and you don't want to re-roll a new character.. consider
dealing with the issue of unused vacation time when this party blasts their way past.

If you want to get carried away.. if the family was beloved in the subsector, then there is that old subsector colonial battle cruiser and escort squadron.. that when encountering the yacht instead of firing on it.. changes colors.. announcing that from now on her Banner is their Battle flag.. and they will fly it through the gates of hell..

If they do make it out, then the Imperium might have a problem, when throughout the subsector countless tavern,pubs, nightclubs and dinner tables.. glasses, mugs,steins are held out over the isle in a silent toast to "The duchess across the void"

In a feudal society... Never underestimate the duty of loyalty of ronin and subjects .Getting the young duchess to safety, is a cause
that subsector navy crewmen,huscarles might gladly lay down their lives for. Its something that ordinary citizens(depending on how popular the family was.. would silently cheer on and attempt to aid any way they could. Its the flip side of noblisse oblige.. its
the loyal duty of family servants/soldiers and citizens to the young duchess.
 
Collective punishment is still considered a viable deterrence by some regimes.

Denying citizenship and/or civil rights, therefore access to a social safety net and constant harassment would be the lower end of the scale.

Possibly, in future the Chinese model of social credit could be inherited by the children.
