Depends what you mean by 'recruiting' - joining the new kingdom of Drinax? Being allies for the Finale adventure?
The Glorious Empire is basically a single Aslan Clan (the Tokouea'we) which has turned separatist from the rest of the Hierate. Their relationship with the rest of the Hierate is pretty hostile, but less so than their relationship with the third Imperium.
Essentially, look at the rules in Finale for treaties with the Hierate and the Imperium - similar things would apply; the comment about treaties with the Hierate being easier if you cut out some of the major clans is the same as with the Glorious Empire, but even more so; the Hierate are broadly aware of the concept of Realpolitik but the Glorious Empire is very insular and touchy and doing deals with one is likely to make enemies of the other. Equally, the Glorious Empire's tradition of slavery (not just inherited vassalage but "we kidnapped you, you're slaves now") means getting the Third Imperium and the Glorious Empire on the same side of a negotiating table is going to be really, really hard.
Basically, you might get a few more ships out of it, but you massively increase the chances of no deal and war with BOTH Hierate AND Imperium rather than only facing one or the other, which is basically an automatic loss in the adventure and the entire campaign.
Also, whatever fleet the Glorious Empire might have, they're still a state with a sizeable territory themselves, and with a direct border on Ihatei-generating Hierate clanspace. They're not going to give you their entire fleet - not even close to it - no matter what you offer them, because if they do their own territory is going to be overrun whilst it's away.
