Why there is no duration for pre-career training?

Hello,

I wonder why there is duration specified for University or Miiltary Academy. I expect they take 1 term (4 years). but does not count as career or term for qualification rolls.

term or two in a career is desired. From term four and
onwards, pre-career education is no longer available.

I don't know whether it's the intent, but the way it's written implies that it doesn't count as a term or take the place of one - it's an extra that you might or might not manage to get.

It's optional. Not everyone goes to university or military school.
