Why is a war spear designated as a finesse weapon, but a hunting spear isn't?


Question 1

If you use the hunting spear as a melee weapon, it seems like it'd be easier to use as a finesse weapon since its a bit shorter than the war spear.



Question 2

Also: If you have a weapon that is not designated as a finesse weapon, can you attempt a finesse attack anyway? Maybe at a penalty?

1 Finesse weapons have fine points that are designed to slip into chinks in armour. I presume a hunting spear has a broad head and a war spear a fine point.

2 by the book no, but I would consider allowing it for any thrusting weapon if the enemy is only partially armoured
