Why is software included in ship maintainance cost?

The assassination was the trigger, but by no means the cause for WW1.
(Sorry, but my history teacher stressed this difference.)

Another question comes to mind about the maintenance cost... the rulebook states

The ship's purchase price is the total cost when new, right?
I see not much sense on decreasing the maintenance cost the more ship shares you have...

Total cost when new plus any add ons or modifications afterwards, like adding weapons to empty turrets, seams to make sense.
