According to the rules, only ships equipped with depth charges can attack submarines that are submerged. Why can't other submarines also attacks submerged submarines? Wouldn't this make sense?
Submarines had no practical way of detecting opposig submarines when they were submerged. There was only one successful engagement of a submerged submarine by another submerged submarine during the entire war.

Just been reading "Castles of Steel" by Robert K. Massie an he mentions a couple of occasions of sub sinking subs, but this was World War I and quite often both protagonists were on the surface. See http://www.uboat.net/wwi/fates/losses.html, for example U 40 in June 1915.
