Why can't I add bookmarks to my PDFs?

No, seriously. The core PDF is severely lacking in bookmarks, but I am inexplicably prevented from creating new ones. Who do I need to slap?

Usually it's because the PDF creator chooses to lock the PDF to protect it from editing, and you're probably using software that respects or can't bypass the lock.

I can't remember what I've installed on Ubuntu to read PDFs. It can't unlock a PDF, but it can read the file contents, add a bookmark, re-save it and delete the original. Which is effectively the same thing.

Editing bookmarks really ought to be allowed, even if editing the content is otherwise verboten.
