I think that would be Ian Sturrock, the author of the core rulebook. The mass combat rules were part of the early manuscript, but were pulled for space reasons, I believe.

If you do a search on his name, you might find an old post of his, and could PM him from there.

It is essentially the same system that is in Quintessential Fighter, and since Ian Sturrock is not credited there, I think he just adapted that for Conan but didn't actually author it. Matthew Sprange is credited as the author of Quintessential Fighter (although there is a lengthy Additional Text credit of other potential authors). I think the quest for an answer should begin there, not with the author of Conan the Roleplaying Game.
