I have the Arms and Equipment book, well infact all so far, but I need the rules for these two weapons. I was thinking or altering the details for Nets as a makeshift.
That's a separate matter - Retiarius combat style would include Net Attack, Laquearius would include Lasso, and Paegniarius would include Whip, along with the other weapons that those gladiators used, but I think the OP meant more generic game mechanics - how much damage does a whip do, and what are the grapple mechanics for the three different weapons.

Yes the mechanics. Whip being possibly the most difficult as it can be used as a snap attack or as a possible grapple. Is it classed as a ranged weapon or close combat - both? Any rules in RQI or older?

What I would do:
Whip: close combat with CM: Stun, Entangle
Size: small/none, Reach: Long (can't remember if there is a very long)
Damage: 1D2 against unarmored opponents
(as people would routinely get many scores of lashes as punishment)
Net: close combat, CM: Entangle
Size: small/none, Reach: Long
Damage: None, opponent suffers -10 to parry,etc.
Lasso: ranged CM: Entangle*
Size: small/none
Range: 5m
Load: 2
Damage: None: *I would rule that if you do get a successful entangle, that the opponent would suffer a penalty to be released due to the slip knot.
