What happens if a conman tries to sell you a cloaking device

Lets say the con man lines up some buyers, he tells them he has a cloaking device for sale to the highest bidder. Representatives of various nations, some outlaws, even pirate show up for the bidding. When the con man finally shows his cloaking device, he is wearing it on his back, there are a number or armatures on it, and a box. The con man with a smug grin on his face says, "Now watch this! He presses the button, robotic arms extend outward from the box removing a cloak, it then places the cloak around the con man's neck, and he is now wearing his cloak. Then he says, "Now the green button will cause it to remove my cloak from my shoulders and place it back in the box."

What do you think happens next with all the bidders that were expecting some device that makes their starship invisible?
 
If they were expecting a ship cloaking device and found it to be only a personal one, the government people would still want it. The criminals would still want it, and the pirates might want to shoot him right there. Everyone else would wait to shoot him AFTER they got a hold of it. :)
