WBH Rare Earth Universe Variant

In the WBH, the rare earth universe variant has a DM-2 on all biocomplexity rolls (pg. 130). Does that apply to the roll to determine biocomplexity rating, any roll that uses the biocomplexity rating, or both?

It should apply to the Biocomplexity rating roll. Once you have that adjusted value, then normal rules would apply - basically it makes life much less complex, but Primitive life is primitive life.
