This has been covered before, I found it by searching a few days ago... basically it was said that this is included as a 'close combat' factor although I think Agis did give some 'house rules' if people really wanted to use them - although I think in anything but 28mm the ranges would seem odd.
We play in 15mm and it seems fine that they are included in the CC factor for everyone. The record keeping involved if they were thrown weapons would be horrendous unless you houseruled a 'supply' throw made when wanting to use them ... however in rules where they are a separate weapon (and not kept track of) I often find it deteriorates into a grenade throw fest.
I do take your point. Nuts! seesm to handle grenades about right (pop up risks those In Sight checks and short range etc - actually I think a 3" blast is better but use 5" blast in confined spaces) but then that is more 1:1 skirmish feel. WaW strikes me as a larger scale skirmish game so abstracting grenades is a good thing, similar to 40k in that way.
Cheers
