Warror in jet and Gold stats? Bit urgent.

It's what I would've done. Just change a little here and there; his Full Plate is Armour of the Balance, give him an appropriate compulsion and then use the rest of the stats as is.
 
Nice. Warrior in Jet and Gold has always been one of my favourite characters and he is one of the easiest Moorcock's characters to use as NPC. Hopefully we will se Legend version of this Hawkmoon book in the future, because it would be nice to have stats for Warrior in Jet and Gold, Orland Fank and flame-lancers of Granbretan.

Meliadus is my favourite Moorcockian villain. Petulant, vain, cruel and incompetent. There are occasions - such as his increasingly humiliating audiences with Huon - which evoke sympathy for him, and others that display him as the monster he really is. By far the best-drawn of all Moorcock's Bad Guys.

Glandyth-a-Krae also rates highly in the villainy stakes, IMO.

The problem with the Elric villains like Theleb K'aarna is not only are they too short lived, but due to the fact that the novels are comprised of short stories and novellas it's a little difficult to richly draw the evil personages. I can't speak for the Jerry Cornelius villains (if any) because I haven't read the books.
